That is the correct directory. Make sure you size your files exactly correct
or they will not show up on the phones.
You will need to restart the TFTP service after you update this so that
users can see changes, this is not service affecting (mostly... if a phone
is resetting while you are restarting the service, it may take a bit longer
for it to come up, say, about 10 seconds).
I have no idea how to limit users access to this and I am pretty sure there
is no way to do it.
