[cisco-voip] Cannot Transfer Call

What version of CM?

Prior to 4.x you would see this when a call was ringing in or another  
call was on hold when you try to initiate a transfer.   It's a limit  
of only having 2 calls active per line.
In 4.x if you see this most likely you need to bump up the max calls  
on the line because it is either set to 1 or they really do have  
another call ringing in and it needs to be increased.
