I heard this would be fixed in IPCC Express 4.0(5) which was suppose to be released late November, Early December but I haven't looked to see if it is out yet.

IE7 Causes some 
issues with CAD agent desktops.  One bad one in particular is that the CAD 
desktop won't install if IE7 is on a machine.
