[cisco-voip] IP Phone Registration on Callmanager

DHCP for these particular phones is provided by an onsite SRST router.

We had to make some config changes on the phones and so reset them, when
they came back up callmanager had the correct IP Addresses for them. If I
run across anymore that are doing this I'll try to grab a sniffer trace of
it.
