Wouldn't call either easy, but there two ways to do this I am aware of.
Both assume you know the username/password/PIN information that corresponds
to the service for each user/phone of course, no getting around this:

Working with BAT, do a full details export, open the resulting file
in Excel, and very carefully modify the services section to add a new
service. Best way to see how to do this is to add the service to one of the
phones manually and see how it comes out in full details. If your phone
configurations are very consistent, this would not be too hard. If not,
this becomes rather difficult as the columns can vary widely. Once you have
modified one or more lines in your full detail report, delete the target
phones and do a full details import with a file containing just those
phones. Would recommend working with test phones until you are *very*
comfortable with this approach, as it is very easy to botch. Good news is
that if you have the original full detail export, you can generally fall
back to the configuration lines in this file.

Develop a custom AXL script/utility to do this work for you. Can be
done, and less work than you might think.

Is there an easy way to subscribe a group of phone / users to a service? I
want to add the "my fast dials" and "address book" to a whole group of
phones. I was hoping BAT could do this, but I'm not seeing it.
How is the best way to do this?
