You should be seeing something like this:
Layer 1 status active.
Layer 2 status MULTIPLE_FRAME_ESTABLISHED
Since you are seing layer 1 DEACTIVATED, I'd say you have a physical
connectivity problem. I'd also guess that you don't have a Carrier
Detect (CD) light lit on that interface.
If the above is true, then I'd check the cabling. I had a similar
problem. The pairs were wired incorrectly. My telco guy actually
figured it out and reended the cable.
I've got a call into him now to see what pairs he used.

Im trying to connect a 2811 router to an option 11 system. We can not
get the two systems to talk. I have my PRI set as network side and
clocking internal. The D channel will not come up on the Option 11 and
we get an error saying D channel release wrong mode. Below is my router
config. Can someone please tell me what I have wrong. Cisco is not
being very helpful.
