Thanks, the number had been assigned to a wrong partition on one phone.
 I must of looked
past that several times when I checked.  Thanks again.

Simply restarting TFTP gets the cnf.xml file rebuilt.

For the MWI issue is the DN on that phone also present in another  
partition?

Try giving that phone a DN that is a shared line on a phone where MWI 

does work, this will show you the phone physically can light the  
MWI.  If this works then it's just a config issue, most likely with  
partitions/css.
