[cisco-voip] No MOH for Unity VM Ports

All your MOH servers must be in atleast one MRG.  If one of your MOH servers
is not in a MRG, then the MOH resource defaults into the 'default mrg'.

When CM searches for a media resource it searches through the MRGL assigned
to the device and the MRGs associated with the MRGL.  If it doesn't find a
MOH resource then it will search in the 'default mrg' for a MOH resource.

Therefore all your MOH resources must be in a MRG that is not in Unity's
MRGL.
