When you added the ccm config command, did it start loading an xml file on the router?

Make sure the domain name is correct (show ccm, first line) and matches that configured on CCM, from your config, it should be: 

S21HQ-R

Do the following:

mgcp

You are missing some ccm-manager commands...

Add:

ccm config 

That should do it (you have specified where to get the config, but not to actually download it).

Make sure your hostname match.  In CCM you have to use the router hostname, and if you have the command ip domain-name XXX, then the name in CCM must be hostname.domain-name.  Just do a show ccm-manager and copy the domain name from the output to callmanager.

Dear all,
 
We're trying to configure a C2811 as an MGCP gatway. The problem is i did the normal commands but still it wont register with CCM 4.1.3 
Regarding the CCM configuration i think i can manage but the configuration of the gatway is the problem.
 
Also i quick question,should the gatway and the CCM be in the same Vlan for the GW to be able to reg with the CCM.
