you may want to get off of unstable version and go to 4.0(4)sr1

However, too late for that....

I presume you did all the obvious stuff, checked to make sure DCDirectory is
running (restart DCD on pub and sub), make sure the password for RMCM didn't
get changed on DCD (or AD)... rebooted CRS...
