Use the ldapsearch.asp from ip phone services SDK to modify your ldap  
search as you wish.

otherwise the hard way would be to copy the existing corporate  
directory scripts and tweak the loop that prints the entries to only  
print entries for that office.

see the entire corporate directory, they just want to see the people  
in their office.  Is it possible to set up multiple directories or  
even filter the results so they only see what they want to see?

We're running CCM 4.1(3) and the directory is not integrated with AD.
