[cisco-voip] phone not booting

I have a 7912g at a new remote site.  I plug the phone in and the lights
flash on, it get the little boxes on the xml screen then it displays
nothing.  I unplug it and it sounds like I'm unplugging the power, but
it never boots up.  Is this phone bad?  Do I just need to RMA?  All the
other 7912s work just fine.
