We do not have MoH, but all the phones do have a MRGL which is really
for our conference bridges. Is it possible to modify this tone on hold
beep? This user claims this is something new, but I have no way of
proving him wrong.

Do you have network hold audio source set to a MoH source? Do the phones
have a MRGL with access to a MOH server? If not then they are probably
getting tone on hold (beeps) when put on hold or when a network-hold
event occurs (transfer, etc).
