[cisco-voip] basic digit manipulation

Sure, do a forward-digits 7 (or whatever to count from right to left)

and then if you need to add digits in the front, add a 'prefix 9' or
whatever (the 9 could be needed on some centrex systems)

it is pretty easy to manipulate digits like this.
