[cisco-voip] Ok.. This is weird

Ok, 
Before I call TAC, I wanted a little sanity check...

SRST router configured with 2 FXO ports 2801
Running 12.4(3b)
Both are configured to PLAR OPX to a Call Manager IP address with MGCP
The router is registered to CCM via MGCP and the number on the ports
match the attendant DN that is programmed.
The ports are in the CSS as the DN's they OPX to and the MGCP debugs
show the call is sent to CM and acknowledged.

MGCP has be removed and readded on the router.

The incoming call Picks up and show voice call summary shows call
connected but I get dead air and it does not ring on the IP phones that
have this extension. There are phones all over this field office that
have this exception.

Setup is real simple:

I took the following off the voice ports to test:
 supervisory disconnect dualtone mid-call
 output attenuation 6
 timeouts call-disconnect 5
 timeouts wait-release 5
 timing hookflash-out 50 

Any thoughts???
