[cisco-voip] FXO ports hanging issue

I'm having the same issue. Ressetting the gateway from the call manager
cause that issue (you can try it and see for yourself) I'm hitting the bug
each time I do that or if a reset the device pool containing the gateway.
You can fix this issue buy doing "no mgcp" then "mgcp" instead of rebooting
the router. But the problem shows up again if you do a reset.
