[cisco-voip] One module slot open...FXO? FXS?

I have a small branch office that will have a 2801 with a PTP T1 and a
9port POE switch. Since the POE switch takes up 2 slots, that leaves me
one slot for a VIC.  Usually, I put a VIC2-2FXO in so that they can dial
911 without a problem.  However, since they want at least one local
number for incoming calls, I am in a bit of a dilemma. I have been told
(perhaps incorrectly), that the 2FXO card will only handle outgoing
calls. So the question is. How can I get inbound and outbound calling
(with caller-id) one a single VIC card? I need it cheap, so PRI's are
out of the question. (are BRI's expensive?).
