[cisco-voip] Toggling CCM MWI without a phone

You can dial the MWI on and off codes form the phones, assuming the 
phones have a CSS that can call the MWI on and off DNs.  If you have 
Unity, you can use \Commserver\TechTools\StatusMonitor.exe to toggle 
MWI.  There are no CCM tools to do this.
