[cisco-voip] Toggling CCM MWI without a phone

You can enable multitenant MWI and setup special translation patterns  
so that you can turn mwi on/off for any extension by dialing special  
destination number:

ServiceParameters:
MultiTenantMWIMode=True

Phones:
x1000 css=ProxyMWI  calling party used to turn mwi on/off
x1001 one of the extensions to turn MWI on/off for

1999 partition=MWI MWIOff number
1998 partition=MWI MWIOn number

translation patterns:
11001 partition=ProxyMWI css=MWI calling=1001 called=1998
01001 partition=ProxyMWI css=MWI calling=1001 called=1999
