[cisco-voip] Having problem with 911

There is no way for call manager to "auto" add anything unless you tell it
to
Currently we have route patterns for 911 and 9.911. The only issue is
peopole not paying attention and dialing 911 when trying dial a long
distance number.

911 and 9.911. When users are dialing 911. They say that. 91 will auto
add the other 1.
