[cisco-voip] dial pattern for 911

Use:

*	
	9.@ with a route filter of service = 911.
*	
	Then perhaps either a transform of 911 -> 9.911; or another
route pattern 911.

I should mention we had alot of problems with routing 911 as we do a lot
of long distance calls.  Some people were dialling 911 when they
intended to dial a long distance number but accidentally hit 1 twice,
then hung up when they realized their error.  It is emergency services
policy to respond to all 911 calls including hang-ups so there were a
few mysterious visits from the authorities.  It was generally accepted
to not use 911 but only 9.911 within the office at that point.
