Not sure if this helps, but I had a similar issue with CCME and FXS 
ports - I needed to explicitly set a compand-type in the voice-port 
config on the gateway to ensure that modems could train correctly. 
Before I did that they would train for about a minute and then drop 
without getting carrier.
