[cisco-voip] 7970 initial load low bandwidth site

I have a low bandwidth/high latency site (<256Kbps/800ms) and a central call manager 4.1.3 with the latest firmware loaded.
When I use a 7970 on this site that has been connected to the call manager on a LAN site, the 7970 boots quickly.
However, when I open a 7970 out of the box and install it on the low bw site, it takes a minute or so to boot
and hang a ling time at "verifying load".  It never boots quickly after many resets.  Could the new firmware 
downloading from the call manager be making the brand new phones take longer to load?  Also, when I select
the background images from this site, the image choices never appear.  I don't have that many selections for images,
what could be stopping them from appearing on the phones.
