[cisco-voip] 7970 initial load low bandwidth site

hints:
1. never boots quickly
2. no background images

sounds like TFTP packets that should pass between the phone and CM  
are being blocked.  can you make sure the phone at that remote site  
has umimpeded TFTP access to the central site callmanager?

detailed TFTP traces of main site callmanager will show indications  
of the problem if it is TFTP.
