Verizon did this to me once also. They had installed the PRI and it
took me a week to get it up and running and they downed the PRI
D-Channel so they wouldn't keep getting alerts. They had to fix it.

Are all the interfaces up?
Controller x/x up
Serial x/x:23 up
voice-port x/x:23 up
do a "Show isdn status", this will let you know about L1-L3 information,
If you see "multiple frames established" then you are good to go.

Subject: [cisco-voip] turn up D-channel
Hi,
I have a 2801 with a PRI, and all seems configured correctly (I stole
most of the config from another gateway I have).
Verizon is telling me that my D-Channel is blocked. So I guess I need to
turn it up. Where can I check the status, and how do I turn it up?
Thanks,
Avidan
