I am able to fully understand what exactly do you want to do, but anyway, here 
is a reply:

IMHO, it is possible. Look at "command terminate". It can disconnect an 
outgoing call setup.  

As you know, after the "leg setup" is successfuly issued, you can get the 
ConnectionId and later use it for the "connection destroy" command.
