[cisco-voip] No alerting tone on voip gateway

It is h323 Scott.
I had to add "progress_ind setup enable 3" at the voip dial peer, 
because without this,
the alcatel phone could not hear the alerting either.
I have tried many comands on the pots dialpeer but NOTHING!!
