[cisco-voip] No alerting tone on voip gateway

I do not think that the "progress_ind setup enable 3" is the right command here.
The Cisco is actually gettting alerting, but without a PI IE inside.

try to do the following at the pots dial-peer:

progress_ind alert enable 8

It shall insert a PI with a value of 8 in the ALERT message.

    i have a ccm ip network and a voip gateway which is connected with an alcatel PBX with isdn Q-SIG.
    When i call an alcatel extension from the ip phone, i get no alerting tone on the IPphone, although the alcatel phone is ringing (here is the debugging of the isdn q931)

    I know it has something to do with the progress indicator (there is none in the first call) but do i have to fix it on the gateway or it has somenthing to do with the PBX?
