If I understand the question, what is best practice for 911 in a multi
site config running CM.

I make a 911 partition for each site.  Then in each CSS for each site I
put that at the top.  Only the local 911 partition in each CSS.  The
only gw in each 911 route pattern is the local VGW.

in 'normal operation' phones will be homed to CM and not SRST router, so

CER will be used.
if CER is not setup, then whatever routing programmed in CM will take 
effect.
