[cisco-voip] Describe CM server user license

Server license is basically how many endpoints you are allowed to
register to that server. The 100 user license for 7815 is both a
marketing point and a technical point because it is a very weak server
than cannot support the full suite of CM services (IPMA, CTI Control,
AC, IPCC Express, 100 phone endpoints with 6 lines per endpoint, etc.)
enabled and pounding that low end server.
if you need a larger server or more capacity please work with your cisco
account teams. There is usually favorable pricing available for
platform (and therefore server user license) upgrades.
