[cisco-voip] Teaching myself scripting for IPCC 3.5(3)

For the 0-out, it needs to be all over the place.  Definitely in the
queue-loop while waiting for an agent.

The voicemail in queue is possible, I had a script quite a while back that
did this, I will see if I can dig it up.
