All IP phones use RTP for media and there is not restriction in the RTP
standard to use only 16384 to 32767 range for media traffic. It is only
recommendation from Cisco to use 16384 to 32767 range for media traffic.

As I explained above it is not the function of underlying protocol, and
should be able to be changed somewhere.

Normally 1 to 2 ports are needed for one voice channel that is one phone
call and Cisco-7960 can handle at most 12 calls at a time that means
maximum 12 to 24 ports are used so this range of 98 ports are more than
enough.
