[cisco-voip] once and for all, whats the diff with **#** and reset from ccm

I am under the impression that resetting the phone via **#** from the
phone is NOT equal to resetting the phone from ccm.
I was originally told, back in 3.x days, that **#** just reboots the
phone. It does not tell the phone to go out and pull down the new or
same config.
The only way to really sync up the config between phone and ccm is by
either brand new phone installation, OR reset the phone from CCM (and it
has to be registered).
Can anyone please help me out?
