[cisco-voip] CCM OS 2000.4.3a RTMT not working

Seen a few cases come in for this issue.  CSCse78153 was filed last  
night for this and it doesn't look like there's a workaround as of yet.

When launching the tool and logging in we get the following message:

java.util.MissingResourceException: Can't find bundle for base name  
org.apache.xerces.msg.XMLMessages, locale en_GB

Checking on Cisco NetPro it looks as though other users - with  
different locale's - are also getting the same error after upgrading  
OS. After trying the obvious we've now logged a tac but if anyone  
knows a fix pls let me know.
