[cisco-voip] CCM OS 2000.4.3a RTMT not working

We upgraded our CCM cluster from 2000.2.7 to 2000.4.3a and then 2000.4.3aSR1
and now cannot use the RTMT tool (CCM Version is 4.1(3)SR3a). BTW It didn't
working before applying 2000.4.3aSR1 - we lived in hope that it might have
fixed it.

When launching the tool and logging in we get the following message: 

java.util.MissingResourceException: Can't find bundle for base name
org.apache.xerces.msg.XMLMessages, locale en_GB
 
Checking on Cisco NetPro it looks as though other users - with different
locale's - are also getting the same error after upgrading OS. After trying
the obvious we've now logged a tac but if anyone knows a fix pls let me
know.
