[cisco-voip] Site that has numbers that are same as 9.@ Route Pattern

Is the 9 for the phone extension due to the number range telco is giving or due to other sites they have, etc? 

If number range starts with 9 coming from telco, could you prefix another # on to the incoming number and maybe set significent digits to 3 if they are 4 digit extensions? Or a translation pattern to modify it.

We have an upcoming install in Kansas, the only numbers available
start with the digit 9.  

Any site that starts with 9 will cause delay throughout the system due
to the overlap with the access code for outside dial which is also 9.
