[cisco-voip] Call Forward No Coverage

Not a problem.

As far as I know, it is just for hunt groups. Though I haven't tested
it with CTI ports (which would be cool)...

Why don't you put a CFNA on the CTI route point? That way if IPCC is
down, the call will just forward to, wherever...
