[cisco-voip] Upgrading 7970 firmware to 8.0(3): local TFTP server?

The phone gets it's load version from the macaddr.cnf.xml file  
downloaded from the TFTP server.

If it does not find the config file it tries to download  
term70.default.loads (I think) which will point it to a specific  
load.  You should be able to confirm this in the router debugs by  
looking at the files requested by the phone before the load.

The first thing I'd try is to download the 8.0.3 zip file off of CCO  
and put all the files in it on the router's flash and make sure they  
are available for tftp download.

If that doesn't work copy the cnf.xml files from the CM tftp server  
and put them on the router flash.
