[cisco-voip] have a router that sometime loses the config

This is more than likely bad NVRAM.  I've seen this before, and that was the
cause.

We have a gw srst router that will lose the config sometime when it gets
powered down.  Never seen this before.  Reg is to 0x2102.  this does not
happen all the time.
