You can't mask a POTS line.
Can you dedicate a POTS line just for 911? Then you just point the FXO
port to your receptionist.
Be careful about where your 911 calls go out. You want it to go to the
right E911 call center. Maybe it's time to look at Cisco's Emergency
responder if this is becoming an issue.

Subject: [cisco-voip] masking analog fax number for 911 calls
Hi,
We have switched over to VOIP. We are trying to find out how to mask
the analog fax lines we kept for emergency calls when VOIP is down. If
we dial 911 from any building, except for the building housing the PRI
circuit, the 911 operator sees the analog fax line as a call back
number. Has anyone figured out how to avoid this? We would like the
displayed number to be the building's published number. We have tried
filling in a number in the calling party transform mask field on the
route list detail configuration screen - this did not appear to make a
difference.
Two points - when a 911 call is made at a remote site it goes directly
out the fxo/analog fax line setup. If the fax is busy it is suppose to
come back through the T1 and out the PRI to 911.
We appreciate any thoughts, Teresa
