[cisco-voip] Cannot get phones to register to local Subscriber

I suspect the problem (or at least most of it) is the fact that the CCM
service needed to be activated. This is similar to adding a new CCM
node to the cluster. When you do this ALL of the servers in the
cluster need to be rebooted. The existing nodes in the cluster won't
learn about the new nodes and make connections to them dynamically.
They need to be rebooted to create the connections.
When you get down time try to reboot the cluster and see if you can
then register the phones to the subscribers. I am not 100% sure this
will resolve the issue but you will need to do this anyway for these
nodes to communicate properly. There might be other issues such as
database connectivity that could be causing the problem as well.
