[cisco-voip] video calls on LAN and on WAN

Hello,
I have an installation of CM 4.1 with video conferencing. My client asks
me if it is possible to configure CallManager so that ANY user COULD
make video calls inside the same LAN (non conference calls) and only
some users could make video calls over the WAN so that WAN bandwidth
would not be wasted for unnecessary video calls.
I was thinking about using two "Locations" - one with video allowed and
another without. But it confuses the rules about number of total allowed
voice calls on that site over WAN. Is there any better solution?
