The query as written is only to list what needs changing, so there is
nothing written to the database.

I have not heard of SOAP/AXL. What is that?

That has not been my experience. I've done this quite a lot while
developing a script to automatically reroute calls for branches that
lose their T1, but have no SRST. I can watch the icon and message change
on my test phone as I adjust NumPlan.CFADestination...
