You can setup an option for subscriber system transfer or Caller system transfer on the Callhandler.  You will have to adjust the subscriber restriction table or CS_Default_System_Transfer accordingly

I have a generic call handler working in Unity which allows calllers to enter an extension if they know it.
 
What is the best approach for allowing the caller to enter an extension that DOESN'T have a subscriber associated to it?
 
I guess I can create a call handler for every non-subscriber extension but I was hoping for a better way.
