[cisco-voip] Call is disconnected at Remote Site when User answers

The most common cause of call drops when the called party answers is  
media negotiation.  Most of these are  codec mismatches.

Intermittent Issue:
1) Incoming local PSTN calls at remote site go to corporate Unity  
call handler.
2) Caller dials extension to connect to.
3) Remote site user tries to answer incoming call, but call is  
disconnected.

CCM pub/sub is located in corporate office. Remote site connected  
through Frame Relay connection.

CCM is 4.1.3 3a
Unity is 4.0.4. sr1
