[cisco-voip] we are recieving a N/A on calling number

Is there a way to tell CM or the GW to complete the call when the calling
number = N/A.  I just talk to the carrier ATnT  and they said we rejecting
the call because of what they are send us.  we are receiving a N/A on
calling number when I do isdn q931 .
