I believe that message is coming from the TELCO not CCM. Have you verified that the ISDN switch type you have defined is the correct one?
Michael has a good point that we were overlooking the call reference in the setup and disconnect messages :-) The same applies below. More debug info is needed to see the disconnect that corresponds to the call setup.
What is 3035? Can you complete calls without caller ID to other destinations?
Have you looked at CCM traces to see what CCM is doing with the call?
What are the differences in the debug isdn q931 for a working call from your cell phone versus the non-working call from your cell phone. Hopefully to the same destination.

The below debug looks normal and there are no errors or reject messages from the CCM to the telco. The same is true with the previous debug you sent, except we did not see the disconnect cause code. The ISDN signaling looks to be fine. The call is being disconnected from the PSTN side, whether the disconnect is initiated by the telco or the caller would be interesting to know. Again, what does the caller hear when placing the call?
CCM does not care about the calling party info. Have you compared q931 debug to a working call to see what differences there are in the signaling?
