[cisco-voip] MGCP Fallback to H323 fails with frac pri and ccm-manager config

No, this is not a bug.  CallManager does not support fractional T1/E1 
MGCP ports.  So with the "ccm mananger config" command, CallManager 
will update the GW with the config file which includes all the channels 
for the T1/E1 port.
