[cisco-voip] srst pri prblem

hi, 
during CCM fallback , phones register srst gateway but i can not make outboundcall  from PRI line but when i use access-code fxo everything is ok, i can call PSTN 
note:my pri line works when CCM works.
part of the config is below.it's mgcp gateway.
