We use ATA-18X and Bogen TAMBs, often driving Valcom speakers. Each of
those systems have only a barely perceptible delay, but nothing as long
as you describe.
I've seen some paging systems with feedback prevention features, like
the Valcom V-9964, that essentially store your announcement and play it
over the speakers moments later.
